utility to convert 24 bit WAV to 16 bit MP3?

is there a free one that does this? would winamp do it? i have cakewalk pyro with sonar - i think htat would do the job, but ive never managed to get it working as it has a runtime error and i try not to get involved in registry stuff.

CWENC will make MP3s out of 24-bit WAVs.

I use protools to bounce my 24bit wavs to 16bit wavs Then use music match to convert them to MP3s. Music match jukebox has a free MP3 converter buit in.
