Dbx 286a problems

Iv jus bought a second hand 286a off ebay. At first everything seemed fine exept both the CLIP lights are on constantly, even when there is no mic plugged in?

Also even when the compression knobs are off it is still compressing?

Any help would be great.

Unfortunately it sounds like the unit is defective.. I'd send it back..
