Tab Panel issue

Whenever I use the tab panel for control pages, after saving closing and then reopening, all but the first tab have disappeared.
Luckily I was making the tabbed panel from existing panels so hours of work were not lost.
I felt it was great way to present multiple control pages as it seemed very quick compared to opening up multiple panels.
Anyone else have this issue?

I just tried this- create multiple tabbed panels, save/close/reopen

All tabs present.

No issue.

Not sure what I'm doing different but I'm still having this issue in 2.10.
My guess is that it must be specific to my file or the way that I'm making the panel (copy/paste other panels into the tabs).
