Custom Control Panels

Is there a way to limit what custom control panels show up in the tabs when I go into operate or online? I want the user to still have acess to the files just not for them all to be open at first. For the admin this is easy but I have not found a way to do this for users without design rights.

Give the user(s) design rights, log in, open/close tabs until it's right, log out, remove design rights.
