DVX2100 Mic mix

I am using a DVX2100 with 2 mics and line input. I can't seem to get the mics to a decent level.
I have tried using the built in web config page to find a happy medium but it seems that the volume level for the mics is very low.
The techs have double and triple checked the cabling.
Anyone else seen this or know of something that I have missed?

Noramlly preAmp Gain can significantly change the mic volume level, then the Gain of the mic can change the volume level as well. Also please check if the mics need phantom power to be turned on.
