I need to update and old program running on a Axcent 3, I did not write the original code and it has a system call called NEWDST and I can't compile because it is missing this call.

If I remember right this was to update the system time for daylight savings time.

Does anyone have this and are willing to share it with me?

You can find the NEWDST system call under Tech Note 811. A the bottom of the Tech Note is a link to download the NEWDST System Call.
