Repeated resends to DMS keypads

When I telnet into an N4000 in a client's home here on Maui with a dozen or so DMS keypads, and turn "msg on", I get the usual status messages on events, but also very frequently (once every few seconds) the message: "Resending to 101xx resend count = 10 (latency = nn)", where 101xx is a keypad address, and xx varies according to the keypad location. The latency nn varies from 1 to 16. Every keypad is represented eventually, so it is unlikely to be a keypad issue.
Is this normal? The system behaves perfectly normally, so it is not creating an operational issue.
I did not write the original code on this job but have combed it and don't find anything which would spam the system and create a kind of DOS issue.

Yes, my experience is this is common for DMS keypads. I usually only see a lot of it on startup, but there do seem to be spurts of it during normal operation. I imagine it's something inherent in the way they communicate.
