Connecting IR port to an IR repeater system

Folks,
We are having difficulty hooking up an IR port from a NI-4000 to a IR distribution system. Here's what we've got:
Port of NI-4000 is hard wired, using a 2 conductor 22g wire, into the IR IN port of a widely available amplified IR repeater brick.
The polarity to the input has been verified.
There is no resulting output from any emitter connected to the IR brick.
One brand of the IR repeater bricks indicates that there is signal comming into the brick but it is very, very faint and does not seem to get amplified and output to all the ports.
We have a work around that involves flashing an IR receiver using the standard AMX flasher but it seems like a waste just to get this signal onto the IR bus. Anyone have any experience with this type of set up?
We have done this before and it has worked but it always seemed like it didn't want to wark and then all of the sudden, boom, it would start working. We've always chalked this up in the past to bad wiring but that is not the case this time. Its all very odd.
