in tpd4 cant I tell the system the sequence or how to arrange (stack the pages? example which page to call startup page and what page should come next ive been searching help file for like 4 hrs trying to put a page id on these pages.

Pages aren't stacked, only pop-ups are ... though perhaps that is what you mean. The Z-order is the sequence you call them in the the page flip section. However, when you switch pages (not pop-ups) any pop-ups on the page you left stay open, and will be there when you flip back. So it's a good idea to explicitly close them unless you want them open.

Many prefer to handle pop-ups in code rather than the panel file, so they can control this more finely.
