Is it possible to create irl files from other equipment? I have a RedRat (http://www.redrat.co.uk/) infrared remote control input/output device and was wondering if I could use this instead of an IRIS?

You need to understand the AMX IR file format. Then just write a routine to transcode between formats.
I wrote a Cre$tron file parser that outputs Pronto code 0x00. It's posted on Remote Central. I use this to go between Cre$tron and AMX IREdit for non-multicode IR.
If I have some free time in the next couple months I'll write the same for AMX IR files.
