What the heck am I doing wrong?!?!!

All my image names are correct and in the images are in the "images" folder. I send:
^RAF-Logo3ON%P1%Uadministrator%Spassword%H192.168.1.99%Aimages%Flogo_3_ON.png%R0

Followed by a . . .
^BBR-202,1,Logo3ON

I've gone over the protocol - and it appears correct. I'm ripping my hair out on this one . . . gah!

Need a comma where indicated in between resource name and your hypercode thingies.
